Description of problem:
The default start date of a new task is set to the current date in GMT, not the
current date in the local time zone.

For example, in GMT-5, a task created after 7:00PM has a start date of the next
day, not the current date.

How reproducible:
Always

Steps to Reproduce:
1. Set your timezone to something other then GMT
2. Wait until GMT in is a different date then the local timezone
3. Create a task, and look at the defaults.
    

Actual Results:  Task start date defaults to tomorrows date

Expected Results:  Task start date should default to the local date
