This is not a bug,  it is expected behaviour.  OGo 1.1 uses a newer version of
SOPE that requires a UTF-8 encoded database whereas previous versions used a
LATIN-1 database.  This is documented in WMOGAG -

Upgrade both hosts to OGo 1.1 and the correct version of SOPE, convert your
existing database's encoding (as described in WMOGAG) and file a bug if the
problem persists.
