Well, I was too lazy to do it by hand, so I've put a script up to convert 
the zic(8) source files (A.K.A
OlsonDB) to the format used by libFoundation.

There are a few problems with it, mainly formating issues that I couldn't
quite figure out.

How do you specify a date such as:
         "First Sunday on or after the second (Sun>=2)"
         "last Sunday on or before the 25th (Sun<=25)"

How would libFoundation handle a date such as:
         "First Sunday after the 25th (Which may be in the next month)"

Is there any specific hierarchy within libFoundation/TimeZoneInfo/? Some 
countries (Such as the US and
Canada) have their own directory, while others are in directories named 
for the continents (such as
Europe, Africa and Asia)

Can I mess around with that as long as I map them properly in 
RegionsDictionary?
