Yep, it can be enabled via the Default JobReferredPersonEnabled, used in 
LSWJobEditor.m, and is independent to the preferred job executant stuff.
I have the preferred job executant stuff enabled, and it seems to work well.

helge, when you say its ok, i'd go, do the following:
1. create a patch to remove the referredPerson stuff from the source
2. update the extended task attributes patch
3. create a new patch, that would reapply the referredPerson stuff again to 
the changed source
4. open an enhancement request for the referredPerson stuff, adding at least 
the third patch there

how about that? 
however, take your time to take a look into the source before deciding ;)
