Yup that would make sense:

ie: US holiday packs:
	-federal schedule
	-state state schedule
	-US ethnographic (or whatever is politically correct these days... packs)
		-english
		-spanish
		-valley talk...whatever. 

This seems a much more logical schedule. The issue is how to break this out in 
terms of 'language' that will not offend the effected entities that such 
packs are intended to service. People always seem to get overly sensitive 
with such issues.
