i would think that this could be end use specified.
we could simply offer the add-ons according to
a safe, generic numbering scheme based on country and language.

US
    -ETHNO
          -E1
          -E2
          -etc...

a description of the holidays would be included in the add-on, and/or a 
blurb
from the creator-contributor.

this would reduce any naming concerns.
