Since the news images are delivered by Apache, I'm pretty sure that this should
work with regular HTTP change tracking.

If I change a picture, it indeed does not get updated immediatly after saving 
it (when you are being redirected to the editors page the old picture is still 
there). However when you select the article view then, everything is allright. 
I don't believe this is a bug.
