Where I would start is by converting Willis efforts to docbook and then html. 
In this manner, we can move the documentation into cvs and or 
docs.opengroupware.org where we facilitate allow for community comment. 

Additions will need to be controlled so that it does not get random and we 
have strict control over the source doc. Its not a licensing matter rather a 
production issue. 

I will see if I can get a hold of Willis again, to let him know whats up and 
see if he is still interested in contributing further:

A basic approach would be as follows:

1. revisioned sources stays on developer.opengroupware.org
2. docbook source stays on the same
3. html versions (we will have to set versioning schema up) goes to 
docs.opengorupware.org for commenting
4. Then we start to flush out and complete chapters one by one. (repeat items 
1-3)
5. Upon completion of a chapter html version will be posted to docs.ogo.org 
for comment and review.(final review)
6. Compile the final with edits after a review period to meet the target date 
which at present is no more granular then this summer..:) tbd..soon I hope.
