SOPE (4.3) build instructions are rather trivial now and can be found

? Packages are already in Debian experimental. Feel free to contact 
Sebastian, the Debian maintainer.

Since you apparently want to build for gstep-base, you don't need 
anything from ThirdParty except libical?
