[GroupDAV] GroupDAV connector installed, but noop

Is there a particular reason why the times all need to be treated as local 
now?  Is there a problem with storing the times in GMT?  It seems simpler 
all around to just store the information in GMT.  Only recurring events need 
timezone information.
