[GroupDAV] GroupDAV connector installed, but noop

It would be nice if the user could specify the device's timezone, but then 
configuration would be much more difficult.  As it is now, there is no 
per-user or per-device config information that is needed, which is really 
nice if you want to just open it up to a bunch of users.
