[OGo-Outlook] Can't view my or others free/busy time when creating a meeting or appointment request

I'm trying to check the free/busy time of another staff person, any 
staff person.  When I create either a new appointment or a new meeting 
request, I goto scheduling and pick the person that I want to invite.   
When I look at their schedule, it tells me 'No information.  No 
free/busy information could be retrieved.'  They same information is 
displayed when I point at my schedule as well.
