Well, write it in the ChangeLog file and the ChangeBLogger can pick it
up. We just need to configure the ChangeBLogger for the CVS.
Of course you can also let the list know about changes.

Don't know, I think just send a mail and people will look over the
stuff.

Well, I think its overkill. Lets do it the "wiki style" for now, just
edit&commit the stuff, send out the message and fix issues.
