[OGo-Translation] Heads Up! .strings now in UTF-8

Actually the German strings files somehow got recoded to UTF-8 twice 
and where broken. So please really check whether the strings files as 
checked in revision 366 are still valid.

You might need libFoundation v1.0.65 to try it out (.65 adds an Unicode 
aware strings parser).
