Concerning the content at -

There is an is_locked field in the person table.  If is_locked = 1 the
user is unable to login (I've checked this).  But the FailedLoginLock
does not use this field?  The lock created FailedLockLogin is only for
the duration of MinutesBetweenFailedLogins?  This lock must be saved as
state in the SOPE application server?
