The XML-RPC doesn't create accounts automatically either.  As an
immediate solution there is the LDAPAccountSync utility that will push
LDAP accounts into OGo and update the various fields.  It is a .NET
utility developed on Mono;  since the docs plone is down I can send you
a copy off-list if you are interested.
