I believe that this file was originally installed when I installed
Opengroupware. However, there was also a requirement to re-build gcc
with objective-C when I first installed OpenGroupware 1.1 (  I added
"objc" to the USE flags to acheive this).

Please note my later comment that the file had been there previously,
but has was deleted by the upgrade to 1.1.6
