Yes,  you can over-the-air sync via the Funambol GroupDAV connector.

For e-mail OGo uses straight IMAP will thus interoperate with any client 
that has IMAP support.  Cyrus IMAP is the strongly recommended backend IMAP 
server.  Every LINUX distro provides Cyrus.

Yes.  Permissions are per object,  so any Contact cane be public, private,  
or anywhere in between.
