I'm don't know what your specific problem is, but the SOPE PostgreSQL  
adaptor switched from using Latin1 to UTF-8. I think this was with  
SOPE 4.5.8 or so.
However, this is very unlikely to affect a working database.

What I can imagine is that your old database was latin1 but you  
treated/imported it as a UTF-8 one in your dump/restore.

Try if OGo umlauts work if you create a database from scratch. If  
this works, then something in your im/export process is b0rked.  
Otherwise file a bug.
