[OGo-Users] PostgreSQL setup

On the FAQ  page ( HYPERLINK

re.org/en/users/faq/index.html) it told me how to make sure I configured the
"tcpip_socket" variable to "true" in the postgresql.conf file, [which I
did] and then it says I can check if the TCP/IP is working by running psql;
 
psql -h localhost OGo OGo

(This assumes that you have created a database named "OGo" and a database
user named "OGo")

Can anyone tell me how to create an Ogo databse and an Ogo user?
