No, it wouldn't, this is a common misunderstanding. CLASS is a  
classification, not a permission. You can compare it to a paper  
document with "Top Secret" printed on it. The printing itself doesn't  
protect the document, you still need the locked room. It just tells  
the person dealing with the document how careful they need to handle it.
