Seems like you have too much memory, or? ;-)

Your OS has to schedule 3000 processes (more, this 3k is just
PostgreSQL). Each backend needs some memory plus you need a lot shared
mem for managing all the backends and the data. Can't say a number here
but with 3000 running processes you will have some trouble anyway.
