Where are the holidays defined? (such as the summertimeChange holiday)

I started following some instructions here
http://docs.opengroupware.org/Members/sasepp/sasepp/view to customize
holidays, but it's not working completely as expected since I still have
many holidays showing up on the calendar that I do not want shown.

As a side note, are there any plans at providing a way to create holidays
through the normal scheduler?  Seems like that would be a great way to
create holidays without having to create an entry for each year (for
repeating holidays that do not fall on the same exact date).
